Dear teachers and dear students!
Dear Friends!
On same days the people of our beloved country and the free spirit of creativity in preparing to celebrate the 20th - anniversary of Tajikistan state independence and the commissioning of a new academic building of the Tajik State University of Law, Business and politics on the occasion of this national holiday is a very pleasant good sign.

For the temple of science and education, as one of the most influential centers of education and training of personnel on profiles of law, governance, politics, global economics, entrepreneurship, finance and information systems, is considered among the good achievements of independence of Tajikistan.
It should be recalled that the Government of Tajikistan taking all effective measures to improve the level and quality of education and training, strengthening of material - technical basis of education and continuous improvement of living conditions and activities of scientific and pedagogical staff.

As we know, three years ago to enhance learning and teaching at the University I gave the order to short-term repair was completed the shortages of building. Today, we are witnessing that the construction of the building, thanks to the Government of Tajikistan, the executive body of state authority and the aspirations of the university, completed in a short time with high quality and beautiful architectural design.
Commissioning of the new University building is among the initiatives that are implemented under the State program of construction, repair and reconstruction of schools in 2008 - 2015 years, now it will allow students to have studied in the spacious and equipped with modern technology and the classroom to acquire knowledge and profession.


Dear Friends!
In my address this year in Parliament, I gave the necessary instructions to the relevant ministries and agencies, higher and secondary vocational schools with respect to continuously improve the level and quality of education and training, bringing them to meet the requirements of education in developed countries, domestic and foreign labor markets.

In the period between our two working visits to the Tajik State University of Law, Business and politics becomes clear that the responsible persons of the institution in order to fulfill these requests carried out a series of effective measures.
In particular, the registration of membership in the University of Shanghai Cooperation Organization in the section of logic, preparation and holding at a high organizational and ideological level of the three international meetings on migration, the organization of the Specialized Council for PhD theses, the increasing number of young scientists with degrees, the education of young research and student participation in international competitions are the achievements of teachers and students of the University over the past two - three years.

On this basis, should be noted that in previous meetings with staff members of this church, I gave the order enlightenment, in order to educate the young generation in the spirit of self-knowledge, raising the patriotic spirit, fostering a sense of pride in the national statehood and a great culture of ancestors prepared the textbook "The National Tajiks idea.»It is encouraging that the name book was prepared by professors of faculty, and a few days ago, published on high quality level.
Preparation and publication of such works will provide an opportunity to "national idea" was included in the educational system of the country as a special subject and taught university students. For the national self is formed as a result of deep study of history, culture and civilization of their nation and their comparison with other civilizations. Therefore, fully convinced that on the basis of this book will be prepared and published a whole series of other books.

Employees of the University have achieved success on the way of training and education. If in the first year of its establishment the University has two faculty and 300 students, now the number of faculty has reached 6 and the number of students - about 6000. Over the past three years established learning and teaching four new modern specialties.

In this connection I wish to emphasize that during training, we must give high priority to improving the quality of education. (That is first quality and then quantity.)
With a view to practical implementation of the policy of the Tajik Government to reform of higher education at the University launched a number of practical measures, one of which is the gradual coverage of student credit system in the past three years. Implementation of such a system led to significant progress in the aspect of improving the level and quality of training and strengthening discipline students.

The organization part-time farm of the University for an area of 4 hectares on the beach with the soothing climate as experimental - industrial base, the place of livestock, bees, establishing planting crops, raising the possibility of increasing the gardens of the temple of education in achieving his own staff food products, which, of course, is a model of experience.

Dear Friends!
I want to again emphasize that for the implementation of the strategic goals of our country, we must pay special attention to training and education of specialists of international level and the relevant international standards. For in the context of globalization only high-level professionals will be able to strengthen the foundations of the state and its further development.

In this important matter, scientists and staff of higher vocational education institutions to take all necessary measures for the country's entry to the main path of the global innovation system, creating the necessary conditions for the development of technical and economic thinking of the society.

The aim of our entry into the world of scientific - technical progress is to familiarize the younger generation with the latest advances in science, information technology and on this basis - training of highly qualified specialists.
I am confident that the leadership and faculty of the Tajik State University, law, business and politics, making use of existing capabilities, will be doubly seek to strengthen the scientific and educational activities, training of personnel worthy, thereby contributing to strengthening the foundations of our independent state.

Along with this, I want to emphasize that the commissioning of new building does not mean the end of our creative initiatives. We have a lot more creative affairs, for the training of highly qualified professionals that meet modern standards requires us to create even better conditions for learning for the younger generation.

In this regard, the Ministry of Education, State Agency for Construction and Architecture, the executive body of state authority and administration of the University shall be obliged to in the next three years continued construction work for the commissioning of buildings, located near the University and the construction of which has not been completed - assembly hall with 500 seats, a dining room for 300 people, equipped gymnasium, and additional academic buildings.
Against this background, the local executive body of state authority is instructed to allocate land for the construction of multistory buildings for University employees.

Leadership of the University takes to ensure the construction of the building by creating a voluntary cooperative construction before of 25th - anniversary of Tajikistan state independence!

Dear compatriots!

Anniversary of the twentieth Tajikistan state independence found worthy of an expensive success of labor collectives, including the commissioning of hundreds of industrial, social and cultural structures. New building of the Tajik State University of Law, Business and politics are also included in the number of worthy gifts in honor of this milestone anniversary.

Thus, I hope that this building was built for the spiritual good of the happy generation of independence, will be worthy to serve for many years educating current and future generations of our beloved homeland.

In congratulating all of you, dear academics, teachers and students to our national holiday - twentieth anniversary of Tajikistan state independence and loved with the commissioning of the new academic building, I wish you all health, good life and success in your research and teaching!
